Richard Carter arrested by Rockwall County Sheriff's Department

Richard Carter was booked into the Rockwall County Jail on September 23, 2014, at 12:22 p.m. He was arrested by the Rockwall County Sheriff's Department and charged by the Rockwall Police Department with delivery of marijuana in an amount of 1/4 ounce or more but less than 5 pounds. Bond has not yet been set. Carter is described as a black male, 43 years of age, with brown eyes and black hair, standing 5' 7" tall and weighing 230 pounds. No previous criminal charges were located in Rockwall County for Mr. Carter.
